Procurement managers plan, direct, and manage the central procurement activities of the city under direction of the deputy finance director. Procurement managers develop, review, and approve new or improved administrative, purchasing, and clerical procedures to maintain economy and efficiency of operation. Procurement managers approve bid proposals and specifications, compose requests for council action, and present recommendations on purchases requiring management. Procurement managers evaluate overall revisions, price, and past performance of each contract and approve price increases. Procurement managers maintain liaison with purchasing representatives of other public jurisdictions to join in cooperative buying when this will result in savings. Procurement managers research and evaluate commodity areas and make recommendations for standardization and additions to a qualified products list. Procurement managers liaison between vendors, contractors, and city department officials. Procurement managers demonstrate continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service.

Procurement managers require a bachelor’s degree with two to three years of work experience in a related field. Procurement managers should have a strong background within direct/indirect procurement. Procurement managers should have sound analytical skills. Excellent communication skills, both written and verbal, are required.
