To plan, organize, and direct the operation of centralized purchasing and contract management functions. Direct the procurement of services, supplies, materials and equipment. Assist in the negotiation process to ensure services are obtained at the best value to the City. Prepare policies and procedures related to purchasing and bidding processes.
Supervises personnel and provides leadership within the department.
Plans, manages, organizes and monitors the activities of the Purchasing Services Division, including all City purchasing, contract management, inventory warehousing and the Procurement Card (P-card) program.
Ensures the City's procurement and inventory management processes comply with federal, state and local policies, guidelines, laws and regulations.
Develops and implements divisional and citywide procedures through the Purchasing Manual.
Administers the Procurement Card (P-card) Program and reviews transactions for policy compliance.
Confers with municipal officials and other employees to determine and coordinate purchasing needs; develops forecasts and purchasing strategies and programs; and researches new and alternative sources of supplies, materials, equipment, and vendors.
Manages the competitive bidding process, including distributing bid packets, conducting conferences, legal advertisement, and other activities related to the bid process. Ensures the City follows State Competitive Bid Law in all applicable matters.
Manages the disposal of property. Oversees live and on-line auctions.
Coordinates with the Finance Department, City Attorney, and City Manager's Office and reviews all contracts and procurement agreements.
Maintains the vendor master file. Coordinates with vendors to obtain product or service information. Oversees vendor contracts to ensure compliance with federal, state and local purchasing policies, guidelines, laws and regulations. Assists with resolving vendor performance issues.
Coordinates and manages the use of vendor procurement.
Provides procurement education and training support to City employees.
Generates, coordinates and manages the annual Purchasing Services
Oversees the planning and forecasting of future procurements.
Evaluates the adequacy and effectiveness of present operations and programs. Presents recommendations for improvements in policies, procedures, and operations. Implements changes as directed.
Monitors and analyzes legislative bills relating to procurement policies and standards.
Prepares and presents information regarding procurement, bids, and RFQ/RFP matters to the City Council.
Possesses and maintains a valid driver's license and comply with the City of Killeen driving policy.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City's Personnel Rules and Regulations.
Performs other duties as assigned.
Required Minimum Qualifications: Education and Experience:
A. Bachelor's degree in business administration, management, public administration or a related field from an accredited four-year college or university, and;
B. Five (5) to seven (7) years of progressively responsible purchasing experience including at least two (2) years of supervisory experience preferably in the public sector; or
C. Any equivalent combination of education and experience.
D. Experience with municipal government purchasing and/or finance preferred.
E. Possession of professional certification from a recognized Purchasing Association (Certified Professional Purchasing Manager, Certified Professional in Supply Management or Certified Professional Procurement Officer), or the ability to attain certification within two (2) years of employment.
Knowledge, Skills and Abilities:
A. Considerable knowledge of municipal government purchasing methods and procedures including Texas Local Government Code; working knowledge of sources of supplies, price trends and grades or quality of materials and equipment; working knowledge of the laws and ordinances governing the purchase of goods and services;
B. Technically adept at understanding and analyzing purchasing requisitions and making purchasing recommendations and decisions; able to maintain complex purchasing and inventory records;
C. Able to effectively lead a team and establish and maintain effective working relationships with employees, departments, vendors and the public;
D. Able to communicate effectively both orally and in writing.
E. Able to learn and use the city's enterprise software, currently Sungard HTE.
F. Ability to maintain regular and punctual attendance.
Must have a valid Texas Driver's License by date of hire. Employee must be bondable.

Personal computer, including word processing, spreadsheet and database software, 10-key calculator , telephone, copy machine, scanner and fax machine.
