Overall Job Objective Position Summary & Duties Responsible Position SummaryUnder general direction, responsible for the solicitation, analysis and interpretation of technical data relating to the procurement of all goods and/or services for Bernalillo County. Review and coordinate complex purchasing requests, including informal requests for quotes, Request for Bids (RFB's) and Request for Proposals (RFP's). This position will independently handle projects for all purchases within assigned signature authority and will lead or guide the work of lower level buyers.Duties and ResponsibilitiesIssue Purchase Orders, RFB's, RFP's and other documents related to the procurement of goods and services.Evaluate and analyze documentation to be considered in determining the responsiveness of RFB's and RFP's. Determine vendor responsiveness, responsibility, and negotiate, prepare and route contracts for goods, services, and construction projects.Serve on evaluation committees as required. Coordinate and conduct pre-proposal and pre-bid meetings for formal procurements. Ensure an effective and open procurement process. Assist Purchasing Director in compiling documentation required in responding to all protests filed, formal and informal.Prepare, negotiate, and route contracts for signatures.Keep abreast of State and County regulations. Provide training and guidance to user departments and the public regarding informal procurements, RFB/RFP specifications, contract development, and regulation issues.Interpret State Procurement Code Statutes. Prepare justification analysis for all sole source and emergency procurements. Approve purchases as designated within assigned signature authority.Prepare written and oral reports, and make recommendations to Purchasing Director on non-conformance, violations, complaints, breach of contracts and other legal procurement issues.Maintain specification files and vendor compliance files.Keep abreast of new developments and products. Make recommendations on commodities that can be more economically purchased on a contract basis.Negotiate pricing structures; ensure quality and warranties of goods and services.Supervise the work assignments of procurement staff assigned to area.Obtain insurance certificates from insurance agencies on all projects, and provide risk assessments on the purchase of goods and services.Review and approve all direct payments to ensure compliance with procurement procedures.Scan and index all procurement related documents.May assume duties of Buyer II in his/her absence.*The above information on this job description has been designed to indicate the general nature and level of work performed by employees within this classification. Minimum Qualifications Bachelor's degree in business administration or related discipline plus five (5) years work experience at a professional level in procurement or related field required, OR any combination of post-secondary education and/or experience totaling nine (9) years in the above field may be substituted.Knowledge of purchasing principles, practices, procedures, and techniques; State and County purchasing regulations and procurement methods.Ability to solicit and interpret technical data in order to prepare bids and proposals and ensure that goods and services purchased meet required specifications, terms and conditions.Technical experience in large scale buying.Knowledge of the methods, practices, and techniques of contract administration, including the ability to prepare moderately complex contracts, agreements, specifications, bids, proposals and other reports.Ability to establish and maintain effective working relationships with public agencies, the public, management and subordinates.Ability to operate a variety of types of office equipment including computer.Ability to establish objectives, recommend procedures and/or methods for cost effective procurement and contract programs.Ability to communicate effectively in both oral and written English.Ability to carry out complex oral and written instructions to include establishing and maintaining effective working relationships with public agencies, the public, management, and co-workers. Site inspections and project inspections may occur on uneven surfaces, asphalt, concrete or natural ground that may be wet or dry.Worker often works alone, with or without directions from supervisor.Equipment, Tools and MaterialsEquipment typically used in the performance of office duties includes telephone, computer terminal, computer printer, computer keyboard, and typewriter, photocopy machine, fax machine and calculator.Materials and products handled in the course of performing essential duties include files, forms, reports, various other types of paper work, and a wide variety of basic office supplies.Employee uses an automobile or van for on-site or project inspections.
