Summary

The incumbent serves as a member of the Prosthetics and Sensory Aids Service located at the Dept of Veterans Affairs (VA) Eastern Kansas Health Care System (EKHCS), providing comprehensive treatment of medical, surgical and long term care patients. The primary function of this position will be administrative and procurement responsibilities for the EKHCS.

Responsibilities

First area of consideration (AOC) will be given to AFGE (permanent employees), Leavenworth, KS (including CMOP, National Cemetery Administration and current Veteran Canteen Service employees who have served on a permanent appointment for 90 days or more), Second AOC will be given to any additional permanent employees of EKHCS. Third AOC will be status eligibles to include special appointing authorities.

Duties include but are not limited too:

Receives and analyzes prosthetic consults for items, services and durable medical equipment from primary care providers;

Reviews requests for completeness, comparing disability or diagnosis to equipment and/or services normally provided for the condition for which they are requested and/or proper documentation has been provided to justify the issuance;

Examines clinical health records and claims folders to determine legal eligibility and prosthetic clinical practice guidelines are followed and advises veteran and provider of the same;

Prioritizes pending requests to comply with VA Central Office mandates;

Uses Suspense properly.

Documents in Computerized Patients Record System (CPRS) professionally and appropriately.

Logs serial and lot numbers into National Prosthetic Patient Database (NPPD) in accordance with the Safe Medical Device Act;

Uses office automation equipment such as a computer, facsimile machine, ADR equipment, bar code equipment, calculator, copiers and telephones efficiently and effectively.

Authorizes and prepares purchase orders for a wide variety of prosthetic and orthotic devices, medical supplies and durable medical equipment.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/03/2018.

Time-In-Grade Requirement

: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

* Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience negotiating substantial purchase order changes or terminations with technical or legal representatives; Obtains information from a variety of individuals via phone, mail or in person; Uses price/cost analysis techniques; Uses purchase, contract and equipment sources, including shipping or delivery procedures of medical equipment; Provides purchasing support of various commercial and specialized procurements; Analyzes and compares vendor's offer to identify which factors (age and kind of equipment, skill of operator, reliability of service) in addition to price, delivery and transportation terms will be essential in determining the best offer and best value.. OR,

* Education:

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed four (4) years of education above the high school level. This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.. OR,

* Combination:

Applicants may also combine education and experience to qualify at this level. You must have a combination of experience and successfully completed education to meet the total experience requirements to qualify for the Purchasing Agent. For example, an applicant with six (6) months of specialized experience (50 percent of the experience requirements for the GS-5) and 30 semester hours (which equals one full academic year) is equivalent to 6 months of specialized experience (50 percent of the education requirement for the GS-5) would qualified for a GS-5 position. Note: only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:

Work is primarily sedentary and is carried out in an office setting. There exists prolonged periods of working at a computer terminal. Ability to retrieve equipment from storage room is required. Climbing associated with stocking of equipment and other items in storage areas is necessary. Incumbent may carry/lift items weighing up to fifty (50) pounds.
