The Senior Buyer / Planner is responsible for the procurement of direct material, indirect material, non-production items, capital equipment and services.

Establish blanket purchase orders.

Conform to good manufacturing practices and ISO requirements.

Perform material purchasing through the Material Requirements Planning (MRP) system.

Responsible for exercising judgment in determining order quantities and timing of orders and deliveries using MRP planned orders, changes to production schedules, changes in market conditions that could affect supply reliability, and buyer judgment.

Develop sources for materials.

Develop supply chain strategies to minimize supply chain risks, ensure continuity of supply, maintain appropriate inventory levels, reduce supply chain costs and improve capabilities of suppliers.

Work with key suppliers to improve quality, decrease supply chain risks, improve productivity and reduce costs.

Ensure current approved specifications are adequately communicated to suppliers.

Manage supplier material return process; obtain timely credits for returns.

Manage subcontract suppliers.

Work with suppliers and engineers to reduce costs through improved production methods, alternate materials, alternate packaging, transportation, etc.

Write and negotiate more complex purchase agreements and contracts.

This position will be expected to represent the entire materials group on internal teams.

Will be expected to lead commodity teams in their area of expertise, develop selection criteria for potential suppliers and perform supplier analysis.

Keep current on new methods in supply chain management.

Expected to act in capacity of coach and mentor to junior level individuals.

ESSENTIAL FUNCTIONS:

Plan procurement using MRP, item history and buyer judgment.

Source raw materials (new and existing) and consolidate suppliers.

Negotiate costs of materials, inbound freight, and purchase contract terms and conditions.

Support R&D and new product development through team participation

Work with Quality Engineering and R & D to improve systems and to ensure appropriate and timely material availability, correct documentation, raw material specifications, NCMR’s and Certificates of Analysis.

Manage and analyze inventory investment and turns.

Maintain effective supplier relationships and develop key suppliers, exercising ethical negotiation and communication techniques.

Monitor supplier performance and take appropriate action with supplier.

Carry out duties in compliance with established business policies.

Requirements:

Education/Experience

BA / BS degree in a related field preferred

Minimum 5 years progressively responsible experience in production purchasing

Desirable certifications: APICS CPIM, CFPIM, or CIRM; or NAPM CPM

Knowledge/Skills

Effective negotiating methods

Complex contract writing

General purchase terms and conditions

Strong written and verbal communication skills

Material requirements planning

Commercial research methods

Commodity specific knowledge

Fundamentals of just-in-time techniques

Computer skills: word processing, spreadsheets, internet, e-mail

Determine raw material purchases to support production schedules using MRP and communication with production planners. Improve material procurement methods and suppliers through consensus with technical and quality personnel. Coordinate material quality and availability choices with end users and Quality. Negotiate pricing, terms and conditions for purchases. Make decisions with suppliers affecting the business relationship and contracts between Quidel and the supplier. Develop supply chain strategies which minimize supply chain risks, ensure continuity of supply, maintain appropriate inventory levels, reduce supply chain costs, and improve capabilities of suppliers. Provide leadership in improving material design and production and in reducing material costs.
