Performs advanced (senior-level) managerial work providing complex management and leadership. Provides direction and guidance in procurement and/or contracting activities; and property and fleet management operations. Work involves establishing strategic goals and objectives related to procurement processing. Oversees the purchase of goods and services ensuring compliance with the state and federal laws, TMD policies and procedures and Historically Underutilized Business (HUB) requirements. Develops procurement guidelines, policy and procedures, rules and regulations in accordance with state and federal laws. Establishes priorities and standards, and measurement tools for determining progress for meeting goals. Hires, manages and develops staff. Supervises the work of the purchasers, contract specialists, and the asset and fleet managers. Reports to the Executive Director and works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Directs the daily operations of procurement team to ensure that administrative and client goods and services requested are procured in a timely, efficient, effective and ethical manner. Directs the daily operations of fleet and property teams to ensuring they are in compliance with state and federal laws and TMD policies and procedures. Reviews, develops and oversees the implementation of procurement guidelines, TMD policy and procedures such as procurement processing, standard operating procedures, appropriate purchasing methods, specification writing, and vendor evaluation. Plans and implements policies and interprets and ensures compliance with applicable laws and regulations. Adapts existing methods and procedures to meet legislative changes and operational needs. Identifies areas of needed change through performance management reports, strategic sourcing reports and customer service surveys. Establishes goals and objectives; develops and approves schedules, priorities and standards for achieving goals and directs evaluation activities. Provides input on special projects and makes recommendations agency wide on procurements and contracts. Provides direction and guidance and recommends strategies to resolve issues or trends related to procurement and contracting services. Develops and implements techniques for evaluating procurement and contracting activities. Effectively analyzes unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations and policies, and to ensure best value for the agency.  Provides guidance regarding contract administration, policies, procedures, the Master Cooperative Agreement (MCA) and Master Construction Cooperative Agreements (MCCA). Reviews the results of internal audits, state auditor audits, CPA audits, federal statewide single audits as well as related to state procurement and contracting and provide direction and guidance to management to formulate management response to audit recommendations. Serves as a Procurement and Contracting Services representative at executive management meetings and workgroups. Supports the statewide HUB program by ensuring due diligence in procurement and contracting processes and activities. Represents the agency at HUB forum panels and committees. Plans, assigns, and supervises the work of others. Prepares or provides input into evaluations and recommends personnel actions including merits, promotions and disciplinary actions in accordance with TMD policies and procedures. Performs other duties as assigned including participate or serve in a supporting role to meet the agency's obligations for disaster response.


EDUCATION: Graduation from an accredited four-year college or university is required (substitution allowed).

PREFERRED EDUCATION: Graduation from an accredited four-year college or university with major course work in business, public administration, financial management or related field.

EXPERIENCE: Six years of full-time experience in purchasing, contract development or contract administration is required. Two - three years of supervisory experience is required. Experience using Microsoft software applications to include Word and Excel and is required.

PREFERRED EXPERIENCE: State of Texas experience with procurement (purchasing and contracting) is preferred. Knowledge of CAPPS Financials, USAS or similar financial systems that support procurement or contract administration activities. Experience with Major Maintenance, Renovation and Construction contracts is preferred.

SUBSTITUTION: Additional years of experience in purchasing, contract development or contract administration may be substituted for education requirement on a year-per-year basis up to four years.

REGISTRATION, CERTIFICATION OR LICENSURE: Certified Texas Purchaser Manager (CTPM) or Certified Texas Contract Developer (CTCD) certification is required. Certified Texas Contract Manager (CTCM) certification is required (or must be obtained within 6 months of employment date).

OTHER REQUIREMENTS: Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. Work requires extensive use of a personal computer and telephone. Periodically lifts, carries and sets up field equipment and materials that weigh up to 25 pounds.


Knowledge of: federal and state regulations relevant to contracts, grants, procurement and/or HUB Programs and Comptroller of Public Accounts procurement processes, HUB rules, policies and procedures; State of Texas purchasing laws, procedures and regulations; purchasing methods and procedures of assigned commodities and products on the open market and of supply sources; federal Master Cooperative Agreements; bookkeeping, reconciliation, accounts receivable and deposits; and generally accepted accounting principles, practices and procedures affecting the maintenance of accounting records and of automated accounting systems.

Skill in: using Access, Excel, Word, USAS, IEMS and other automated procurement systems or databases; and Showing excellent interpersonal skills to interact with senior management, customers and suppliers.

Ability to: direct and organize program activities; identify problems, evaluate alternatives, and implement effective solutions; interpret policies, procedures and regulations; communicate effectively, both verbally and in writing; plan, organize and prioritize workload; prepare complex and concise reports within required timeline; handle sizable workload with high degree of accuracy plan, assign and supervise the work of others; manage and ensure the professional development of staff; work in a team environment and train others; communicate effectively and make presentations to small or large groups; and establish effective working relationship with supervisor, co-workers and subordinates.

The Employees Retirement System (ERS) administers the Texas Employees Group Benefits Program (GBP). For the average state employee, the total value of the State of Texas benefits package is equal to your base salary plus 32.3%. The following benefits information is general. Health Insurance

  Full time employee health insurance premiums are covered 100% by the State. Full time employee dependent premiums are covered 50% by the State. Part time employee health insurance dependent premiums are covered 50% by the State. Part time employee dependent premiums are covered 25% by the State.  Dependent children may be covered up to age 26. Newly hired employees must complete a 60 day waiting period to receive health insurance benefits unless they are a direct transfer from another agency that participates in the Employee's Retirement System. Employees and dependents who use tobacco products pay additional tobacco-user premiums.

Dental Coverage

Employees and eligible dependents may enroll in a choice of dental plans and pay a monthly premium.


You and your eligible dependents can enroll in State of Texas Vision for a small monthly premium.

Tax Free Savings Accounts

Employees may enroll in a flexible spending medical and/or dependent care account. These accounts increase take home pay by allowing employees to pay for planned out-of-pocket health and day care costs tax-free.


When an employee qualifies, there is security in receiving monthly annuities upon retirement from State employment. Payments are based upon average salary, service credit and retirement date. There is no longer a waiting period for contributions, starting your first paycheck, a portion of your pre-tax monthly salary (9.5%) is deposited into a personal state retirement account. The State contributes a percentage of your salary to the ERS retirement fund (not your personal state retirement account). To assist employees in meeting their retirement goals, employees may also participate in a 401(k) or 457 Plan. Employees may contribute on a pre-tax or Roth after-tax basis.

Life Insurance

Upon enrollment in State health coverage (after completion of the 60 day waiting period) employees receive $5,000 in Basic Term Life Insurance coverage at no cost. Employees may enroll in Optional Term Life Insurance and elect 1 or 2 times their annual salary. Employees can also apply for 3 or 4 times their annual salary through Life Evidence of Insurability (Life EOI). Premiums are calculated based upon age, salary and type of policy purchased. For a premium, Voluntary Accidental Death and Dismemberment (AD&D) coverage is available. Employees may choose an amount of coverage starting at $10,000 up to $200,000. Employees may also enroll eligible dependents. Dependent Term Life is available for a minimal monthly premium.

Texas Income Protection Plan

If an employee is unable to work due to a qualifying disability, this benefit offers short-term disability and long-term disability options that pay part of an employee's salary for a set period of time. Premiums are based upon monthly salary.

Employee Assistance Program

Alliance Work Partners is the Employee Assistance Program offering employees and family members valuable, confidential services at no cost to employees. The program is designed to help members manage daily responsibilities, life events, work stresses or issues affecting their quality of life.

Texas Legal Protection Plan

The Texas Legal Protrection Plan (TLPP) is the only non-profit legal benefit program created by the State Bar of Texas that provides comprehensive coverage for 14 major legal categories in addition to a variety of preventative legal services. Employees may enroll or cancel at any time while employed. The monthly cost is minimal and can be applied toward a single member or family membership.

Paid Leave

Upon hire, employees begin accruing sick leave which may be used immediately. Upon hire, employees also begin accruing annual leave monthly which is available to use after six months of continuous service with the state. Annual leave is earned based upon years of creditable state employment. Employees are granted several paid state and federal holidays.
