The Senior Buyer is responsible for managing the workload and strategy related to the tactical procurement workload to support all of the Apartment Communities. The person assigned to this position will be responsible for working closely with the vendors and ICAC associates to drive business to Preferred Vendors and products/service. Key responsibilities include setting up and managing framework PO’s; acting as the key liaison between vendors and the communities/corporate leadership; vendor reduction which includes identifying, negotiating and developing a preferred product/services lists; training vendors and associates on proper protocols related to purchase order placement, invoice processing and financial coding; developing and reporting of key measurement metrics and driving for the best return on investment for the Irvine Company
Develop Operational Purchasing guidelines, policy & procedures, and training documents.
Develop training materials and documents to assist in training ICAC associates on policies and procedures, software upgrades and ongoing IT training support
Manage the purchasing process flows for the operational purchase orders required by the Irvine Company Apartment Communities.
Develop a Preferred Vendor List that includes negotiated product/service pricing. Establish strategic relationships with key vendors as needed and identify new potential vendors.
Serve as key liaison with vendors and internal customers to better manage expenses and processes through monitoring, reporting, and auditing.
Manage the development and preparation of monthly reports for distribution including the documentation exceptions related to non-capital related expenses.
Act as a key liaison with IT & Accounts Payable for process improvement projects including CRA, SSP PO, FAS process, and other future enhancements.
Supervise the new vendor approval process for operational vendors and monitor the current vendors including the execution of Master Services Agreements and Division Services Contracts and insurance monitoring activities for the Operational related commodities.
Participate in the Cross Divisional Procurement Team.
Maintain and prioritizes own workload; must have the ability to meet deadlines to insure efficient job coordination and escalate issues as requested or necessary.
Exercise confidentiality in all areas of performance.
Interface effectively with each level of the organization in a professional manner.
Duties are subject to evaluation and revisions due to system and workflow changes.

Specialized Skills, Knowledge, Experience and Educational Requirements:
BS or BA degree from an accredited College or University.
Must be proficient in Word, Excel (spreadsheets: creations and input) Adobe and Outlook, telephone etiquette, professionalism, excellent communication and written skills/ customer service; ability to interact with all levels of management.
3 years experience in Tactical or Operational purchasing with a focus on vendor and supply consolidation, development of policy & procedures as well as Preferred Vendors Lists.
