Purchasing, Operations, Manager
IBM Appliances Development qualifies and tests all hardware and manufactured components used in our shipping appliance products prior to introduction into production procurement. This generates a lot of complex purchasing activity on an ongoing basis. The development purchasing manager will facilitate such purchasing, so that the development team can focus on engineering activities.The purchasing manager will be responsible for the following:• Be the one point of contact for all development purchasing requests• Track all purchasing requests from initiation to invoice confirmation and ensure progress through the various stages - budgeting, financial approvals, quoting with supplier or appropriate distributor, purchase tool selection and routing to correct buyer, PO issue and receipt confirmation, Forwarding and shipping, Logistics scheduling, Receiving, Asset tracking & accounting etc.• Working with suppliers as well as IBM Procurement to ensure that all the information required to place a PO is available prior to the request reaching the buyer.• Work with Development to aid proper forecasting and budgeting of future purchases• Work with finance and Analytics Ops teams to ensure timely generation and approval of Capital and Ordinary Expense requests.• Ensure each request is making progress and confirm that POs are actually generated, received and accepted by the supplier. Make contacts with Procurement and other teams in advance so that issues are dealt with as soon as they are hit.• Establish clear escalation paths for each issues at each stage of the purchasing process• Provide current status of all active purchase requests to engineering management and program management• Provide timely reports of spending activity - what was forecast, what was approved, what was actually purchased• Work with Procurement, Finance and Engineering to study purchasing process, identify bottlenecks and suggest improvements.The ideal candidate will have accounting and purchasing skills as well as project management and troubleshooting skills. Existing familiarity working with IBM purchasing and accounting tools, as well as IBM processes, business controls and accounting rules is also a requirement.The candidate must be willing to provide timely support in the following time zones - US Eastern, US Pacific, & Central European Time. The candidate must be willing to work under pressure with dev engineers from multiple countries with little knowledge of purchasing or patience with delays.
Required Technical and Professional Expertise
Existing familiarity working with IBM purchasing and accounting tools, as well as IBM processes, business controls and accounting rules is also a requirement.The candidate must be willing to provide timely support in the following time zones - US Eastern, US Pacific, & Central European Time. The candidate must be willing to work under pressure with dev engineers from multiple countries with little knowledge of purchasing or patience with delays.
