Reports to the finance & administration director. Directly supervises the procurement clerk. Responsible for planning and managing the procurement of supplies, services and vendor contracts for center operation in compliance with government and management directives.
Provide supervision for purchasing through budget control and effective planning.
Assist in the development and implementation of new and revised policies and procedures affecting procurement.
Evaluate staff performance, provide staff training and recommend personnel changes to the finance & administration director.
Assist the finance & administration director in the preparation of the departmental budget; monitor and control expenditures.
Review and audit all assigned areas regularly for contractual compliance and effectiveness of delivery of services to students. Prepare related reports.
Prepare and administer all purchase order contracts, subcontracts, lease/rental agreements and consultant contracts for equipment, service, repairs, utilities and rehab work.
Establish and maintain a qualified vendor list annotated as to small, large or minority business; maintain an updated file on federal supply schedules and minority business vendors.
Ensure adherence to quality standards, required delivery schedules and contractual terms.
Coordinate with accounting department relative to accuracy of pricing data.
Conduct excess property screening activities.
Coordinate with other center staff pertaining to procurement matters.
Maintain a safe and clean work area that models high standards for a work environment.
Provide positive, quality customer services to students, staff and other center customers.
Participate in student employability programs and activities.
Education and Experience Requirements:
Bachelor's degree in business administration or associated field and two years related experience required. Directly related experience may be considered in lieu of formal education requirements. Excellent written and verbal communications skills and computer proficiency also required. Valid driverâ€™s license with an acceptable driving record.
