Purchasing Manager--Defense & Avionics

This position will support Defense and Avionics Business Units.
Provide effective management of the Purchasing Department in its efforts to quote, plan and procure required materials and services necessary for the operation of the company. Assure cost effective acquisition of these items at specified quality levels in required time frames. Administers the methods and procedures for processing requisitions and the generation of purchase orders for the entire department. Assure compliance with all Federal, State and Local Laws and Regulations including the FAR and DFARS.
Supervise and manage Purchasing activities and personnel in the quoting and procurement of required materials and services (raw materials, labor, capital equipment, and operating items), ensuring cost effective acquisition, compliance with specification and regulations, and production schedule requirements by performing periodic audits.
Maintain statistical data required for department and Government (FAR, DFARS, DCMA) reporting, including Contractor Purchasing System Review (CPSR), ensuring approved company procurement system.
Manage and direct administration of the processing of all incoming requisitions. Administers generation of purchase orders and maintenance of purchase order files.
Define needs for Business Systems enhancements to current system and after approval, coordinate implementation with Information Technology Department (IT).
Coordinate with IT Department all necessary reports to insure proper tracking of all requisitions, purchase orders, etc.
Evaluate procurement procedures and coordinate implementation of changes with interfacing departments. Represents department at company AS9100 meetings.
Maintain liaison with other departments as required.
Select, train and develop subordinates. Assign work for the most efficient utilization of personnel, reviewing their activities to assure quality performance. Make appropriate promotional and salary recommendations or terminations.
A Bachelor's Degree in Business Administrations and 8-10 years related experience
American Production and Inventory Control Society (APICS) or ISM (Institute for Supply Management) certification a plus.
Knowledge of Oracle or Infor LN system also a plus.
Level of lean understanding equivalent to a green belt.
Must have FAR/DFAR experience.
Must be familiar with Zero Defect Process.
Must have Aerospace/Avionics or Defense industry experience
