\t\t Position Description
\t\t\t\t\tSupervise the\u00a0Oil & Gas Procurement Team located in Midland, TX, in the purchasing of material and services to support CO2 pipelines, production facilities and drilling. Act as local Procurement expert for the Permian Basin to resolve problems for Permian field operations and project managers. Develop strategic relationships with existing supplier base by negotiating pricing agreements and analyzing pricing structures. Manage all CO2 Business Unit competitive bid efforts including developing, sending, and evaluating bid proposals to obtain lowest total cost of ownership for all purchases. Coordinate initial Kinder Morgan liaison efforts in the case of a public evacuation. Position level commensurate with experience and skill set. Job Responsibilities:
Act as Purchasing Lead for capital projects which may involve directing efforts of EPC firms, determining buying strategies and approving bid lists.
Attend Engineering/Operations project meetings, some of which will be at field sites, to provide Procurement support by assisting with initiatives for project cost control, quality and schedule requirements.
Develop bid packages for service and material requirements, setup pre-bid meetings, issue and document bid clarifications, analyze bid proposals received, prepare detailed bid analysis including cost breakdowns, negotiate commercial terms to minimize risk and capture additional cost savings.
Seek appropriate feedback from Management prior to providing a written summary or recommendation for award.
Negotiate contract language independently with input from Purchasing Management, Legal, Risk Management and Operations/Project Management.
Act as Purchasing Lead for various commodities such as OCTG, fiberglass pipe, steel pipe, valves, etc. by tracking market pricing trends, negotiating pricing agreements and terms and conditions, and conducting periodic supplier meetings to review performance and adherence to Procurement policies.
Coordinate benchmarking activities including comparing rates between service providers and analyzing company-wide and location specific spend data.
Act as Purchasing Lead to resolve supplier disputes with invoices and performance of work, and issue formal letters of notification when a supplier is not in compliance with contract terms.
Identify and develop new sources for material and services.
Possess a demonstrated understanding of how corporate policies, procedures, practices and processes relate to the material procurement and contract administration functions.
Conduct quarterly audits on work output of Team against corporate policies and procedures to identify areas of non-compliance and develop training curriculum to improve overall performance of Team.
Monitor monthly Procurement Metrics for Team and coach individuals on how to resolve exceptions noted for aged Purchase Orders or Work Directives and discrepancies involving invoices, quantity or physical receipts.
Review, accept or reject monthly COSTentries and track total cost savings negotiated by Team through Cost Recovery (COST) tool.
Assist Team members with developing annual performance objectives and provide coaching, mentoring and evaluation of each individual\u2019s efforts to achieve individual and Team performance objectives.
Prepare mid-year and annual performance evaluations for Team including providing constructive feedback to individual on key strengths and areas for improvement.
Approve time off requests, timesheets, expense reports and invoices.
Monitor and respond to Emergency Response Line communications regarding well control problems that could result in a public evacuation.
Demonstrate flexibility to work non-traditional hours as needed and/or travel to field locations.
Perform other duties as assigned.
\t\t\t\t\tEducational Requirement:Bachelor\u2019s degree in Business, Engineering or Accounting disciplines is\u00a0preferred.\u00a0 Experience may be substitued for education.\u00a0Experience, Specific Knowledge, Certification, Licenses:
Minimum 5-8 years experience in Purchasing, Contract Management or Financial Analysis with at least 3-5 years experience in a supervisory or management role.
Certified Purchasing Manager (C.P.M.) or Certified Purchasing & Supply Chain Manager (PSCM), preferred.
Intermediate proficiency in Microsoft applications is required (Word, Excel, Outlook, Access Power Point) for the purpose of word processing, detailed analysis, creation of spreadsheets and information retrieval. Advanced proficiency is preferred.
Must be able to work with a team, take direction from supervisor(s) and lead personnel, focus attention on details, follow work rules, and adhere to established work schedules.
Must be familiar with CO2 related commodities such as OCTG, pipe, valves, pumps, compression and other engineered equipment.
Must be familiar with CO2 services related to Engineering, Construction and Drilling.
Must have a demonstrated understanding of Engineering Standards, Purchasing and Contract Management for the Oil & Gas Industry.
Proven management and organizational skills.
Demonstrated independence in problem solving.
Strong interpersonal, negotiation, and presentation skills required.
Well developed written and oral communication skills.
Must possess strong analytical skills associated with utilizing performance measures and cost savings.
Ability to successfully and simultaneously manage multiple tasks, meet tight deadlines and work with minimal direct supervision.
Ability to organize, schedule and prioritize departmental and individual work to meet objectives and deadlines; reprioritize on short notice.
Work from Midland, Texas Kinder Morgan office

Must possess and maintain a valid drivers license, and a driving record satisfactory to the company and its insurers
Supervisory Responsibilities:This position will supervise five direct reports, located in Midland and Houston, TX.
